The energy renovation of housing and the fight against thermal strainers is a priority of the Government. It meets a triple challenge: climate, purchasing power and quality of life. For this, the mobilization of all stakeholders is essential, starting with local authorities, to inform and support the French in the energy renovation of their homes. It is in this context that Elisabeth Borne, Julien Denormandie and Emmanuelle Wargon (Respectively, Ministers of Ecology, Housing and Ecological Transition) announce the launch today of a new program: the "Support Service for Energy Renovation", in accordance with the decree published today in the Journal official. It aims to help the French to identify and be advised, and thus know what work to improve their comfort while reducing their heating bills. The deployment of this program throughout the territory will rely on a strong involvement of local and regional authorities, and primarily regions.
THIS NEW PROGRAM WILL BE REACHING €M 200 over 2020-24----------------------------------------------------------------This new program, whose dedicated envelope will be able to reach 200 million euros over the period 2020-2024, will make it possible to co-finance the amounts committed by the local authorities for the accomplishment of three essential missions:
1- SUPPORT THE DEPLOYMENT OF A PERSONAL SUPPORT SERVICE
The program contributes to information, counseling and support missions for households, including the development or strengthening of tools to systematize the support of households and to massively communicate to citizens. In this context, energy audits can be carried out in particular to make the right diagnoses before starting the renovation of the housing.
2- CREATE A TERRITORIAL DYNAMIC AROUND RENOVATION---------------------------------------------------------------
Awareness-raising and mobilization of professionals and stakeholders involved in the energy renovation of dwellings in the territories can be co-financed, in order to support the rise of professionals' skills.
3- SUPPORT THE DEPLOYMENT OF A CONSULTANCY SERVICE TO SMALL PRIVATE TERTIARY PREMICES
The program will also accompany the renovation of the buildings of the "small private business" (shops, offices, restaurants ...), so that the owners of such premises have the same information desk and advice of proximity, as envisaged by the plan of energy renovation of buildings adopted in April 2018. The co-financing provided under this program by Energy Saving Certificates (EWC) for EUR 200 million, ie 40 TWhc, will follow a performance-based remuneration logic. It can cover up to 50% of the costs, the rest being co-financed by local authorities. As of today, it is proposed to the voluntary communities to join this program as associated holders by the signing of an agreement within the framework of each region. Consultations will be organized under the aegis of the prefects of each region, broadly involving territorial actors and under the leadership of Julien Denormandie and Emmanuelle Wargon. The effective deployment of the program is planned from 1 January 2020. In parallel, the ADEME will launch an appeal to CEE contractors and applicants to apply for funding of the program, on the basis of selection criteria ensuring the equal treatment of candidates and the transparency of the procedure.----------------------
This new program aims to consolidate and complete a public service that already exists: "DO" spaces, to Facilitate, accompany and inform for energy renovation. The FAIRE advisors constitute a network of advice and support for individuals in their energy renovation projects for their homes. But their action needs to be supported and enriched to better convince our fellow citizens to start work and accelerate the pace of energy renovations.-------------------------------------------------------------
This is in addition to the national support mechanisms put in place by the Government to accelerate the energy renovation of buildings: ANAH assistance, tax credit for the energy transition (CITE), CEE programs, loans (eco PTZ and eco PLS), reduced rate VAT applied to energy renovation works. By combining the EWCs dedicated to energy renovation, the ANAH programs to live better serenity and agility and the CITE, about 3 billion euros are allocated this year to energy renovation.Â
